covered entity

For the purposes of HIPAA and PHI: a “covered entity” is a health plan, a health care clearinghouse, or a “health care provider who transmits any health information in electronic form in connection with”[1]45 CFR 160.103 (see “covered entity”). “the transmission of information between two parties to carry out financial or administrative activities related to health care.”[2]45 CFR 160.103 (see “transaction”).
